not be too late if promotion were to come to him in a few

years. The relations between General Li and Chang are very

friendly. Mr. Fung Tsuk-man is still in the Bureau of

Finance, and will remain there. He is also in charge of the

Agricultural and Labour Bureau. Ordinarily the duties of the

two Bureaux are too heavy for one man, but it is considered

by the Canton Government that, until the Hongkong strikers are

dispersed, Mr. Fung should be in charge of the Labour Bureau.

They hope to get rid of the strikers by the 10th October.

Chang Fat-fui is not only pleased with the decision to get

rid of the strikers, but has even advocated severe action in

dealing with them. There are some men in the Political Com-

mittee who are tainted with Bolshevism. They are Hunanese.

General Li is still the head of the Canton Government. Chang

Fat-fui is in charge of the Military Department under General

Li, but General Li is still the supreme head of the army in

Kwongtung. Wong Shiu-hung and Li Chung-jen are working harmon-

iously with General Li. Wong is in Kwongsi, and Li Chung-jen

is at Nanking. The rumour in the press that General Li and

Chang Fat-fui support Wong Ching-wei is not true. The Canton

Government is in no way working with the Nanking Government.

Kwongtung is aiming at enforcing the Monroe doctrine.

Ching-wei, like Hu Han-min, is without any substantial power.

Wong sent Chan Kung-pok down recently to see General Li, but

General Li granted him only one interview, and was quite cold

to him. Chan Kung-pok is now in Hongkong. Wong and his clique

do desire to come back to Kwongtung. General Li could not

say "no" direct to them, but the coldness which he has shown

them ought to keep them off Kwongtung.
